Human and AI agents acting inside institutions must sign consequential actions. Ghost work is unacceptable: no actor, no mandate, no authority.
Research should not be strangled by institutions, grant theology, manager obedience, platform dependency, or local permission structures.
A compromised human or drifting AI may possess a credential while lacking the state integrity required to act. Access and authority must separate.
Rights require identity. Authority requires coherence. Responsibility requires signature.
